The Postal Service has announced that, effective today, it will allow mailers to begin entering Periodical and Standard Letter mail into the embargoed ZIP Codes in New Orleans. Acceptance of Periodical and Standard Letter mail for the embargoed ZIP Codes is contingent on a registration process that includes the mailer cleansing the address list prior to the initial mailing. For detailed information on the Mail Restoration Program, the Postal Service is asking mailers to contact the National Customer Support Center at 877-640-0724, and select option 1, Monday through Friday, between 7 a.m. 5 p.m. CT.

TALLAHASSEE, FL A tax break for businesses that mail advertising fliers, as long as they're neatly packed in an envelope, is moving toward approval by state lawmakers. The bill's sponsor said it was unfair that advertising inserts that were stapled together or tucked inside newspapers or magazines are not taxed in Florida, while advertising that comes in envelopes is taxed. One of the bill's primary supporters is Valpak, one of the largest direct-mail advertisers. The bill provides a sales-tax exemption for, according to House analysts, "advertising materials such as individual coupons or other individual cards, sheets, or pages of printed advertising, that are distributed free by mail in an envelope for ten or more persons on a monthly, bimonthly or other regular basis." House analysts said the combined cost of the two tax breaks would be about $3 million this year given the start-up costs of DayJet and less than $1 million in the future.

More than six billion credit card offers were mailed to U.S. consumers in 2005, up 16% from 2004, according to Mail Monitor, the direct mail offer tracking service from Synovate. American Express was the primary factor in this increase as the company increased its direct mail credit card solicitation volume by 56% over 2004, but still received responses rates well below the industry’s 2005 average of 0.3%, according to Synovate.
This was more than two times the increase of any of the other top five credit card mailers.
